1970 Rule V Draft

The major league 1970 Rule V Draft was held November 30 in Los Angeles, CA. Only 28 players total were drafted by the major and minor league clubs. A mere 8 players were drafted by major league teams at a cost of $200,000, while minor league teams selected 20 players at a cost of $168,000.
The rules were changed once again, this time by not allowing the majors to draft any players under contract for less than three years, eliminating the first-year rule draft. Bill Laxton was the first pick in the draft. It was estimated the the entire major league draft took 18 minutes.
Additionally, the Pacific Coast League drafted 3 umpires, Jim Scott, Terry Cooney, and Jim Quick, from the Texas League, while the International League drafted Bill Robinson from the Eastern League.
