Kenichi Otsuka was drafted by the Nankai Hawks in the 4th round of the 1986 NPB draft, and he mainly stayed in the NPB Farm Leagues in his first five seasons; he only pitched 3 games combined for the top team. He also went 5-10 with a save and a 4.82 ERA for the Salinas Spurs in 1990. His four complete games tied for 4th in the California League, behind Steve Maye, Pat Mahomes and Steve Sparks. The Hawks released him in 1991, and he signed with the Hiroshima Carp. Otsuka then spent the 1992 season in the minors, and he was traded to the Seibu Lions for Koji Maeda. He didn't reach the big club in 1993, and he announced his retirement.
