While every team in baseball has now scored 10 runs at least once, there are still 2 teams that have not yet allowed 10 runs to score in a game. Surprisingly, its  19-31 Mariners who join the  Phillies in having avoided this fate so far, although each team has allowed 9 runs on 2 separate occasions. To do this for an entire season would be a historic feat, as only 3 teams have accomplished this since 1901 and no team has done so with a 162 game schedule. Here are the 3 teams:
