Watching it again, the catcher has his glove hand and bare hand together, rotates his torso to thrust his elbow up in the air, but never gets his glove raised.

If you watch the catcher's glove the entire time you can see that it never goes above his waist.

His call is what determines the result of the play.

In watching the video again, I noticed that the third-base ump quickly came down and walked the catcher away from home plate. There's no way to know whether he did that in order to let the manager take over the arguing, to console the catcher with "Yeah, I thought you tagged him, but Blue called him safe and we're all just going to have to live with it," or a little bit of both.
