if a runner scores from third before the batter is TAGGED (not forced at 1st) out, does that run count?

No. The rules are clear on this point. Rule 4.09(a):

4.09
HOW A TEAM SCORES.
(a) One run shall be scored each time a runner legally advances to and touches first, second, third and home base before three men are put out to end the inning. EXCEPTION: A run is not scored if the runner advances to home base during a play in which the third out is made (1) by the batter-runner before he touches first base; (2) by any runner being forced out; or (3) by a preceding runner who is declared out because he failed to touch one of the bases.

No run can score if the batter makes an out before reaching first base safely, no matter how that out is made. It doesn't matter if it's a groundout, strikeout, flyout, or any other way that he gets himself out. You can't even score a run if the batter hits a HR and is out on appeal for failing to touch first base. --Roger 12:18, 5 July 2006 (EDT)

So next question: does there exist anywhere a reasonably complete list of dropped-third-strike occurrences where (1) the runner reached base and (2) the pitcher resultingly managed to record four strikeouts in an inning?
