The inclusion of Hammock on this team is mistaken. Here is a copy of the Topps press release naming the 2003 team:
New York, NY - The Topps Company has announced its 45th annual Major League Rookie All-Star Team, released today following balloting by Major League managers.
While the exuberant southpaw Dontrelle Willis was almost a unanimous selection, Jody Gerut of the Indians and Scott Posednik of the Brewers edged out the Yankees’ Hideki Matsui in the voting to join the Devil Rays’ Rocco Baldelli in the outfield.
Rounding out the squad is Cardinals second baseman Bo Hart, Royals shortstop Angel Berroa, Mets third baseman Ty Wigginton, White Sox catcher Miguel Olivo and pitcher Brandon Webb of the Diamondbacks.

The Topps Major League Rookie All-Star team began in 1959 with Willie McCovey being the first of 12 future Hall of Famers named to the squad (others include Johnny Bench, Rod Carew, Gary Carter, Carlton Fisk, Joe Morgan, Eddie Murray, Tony Perez, Kirby Puckett, Tom Seaver, Ozzie Smith and Billy Williams). The Rookie All-Stars each have a trophy on their 2004 card in Topps Baseball, with Series One currently on store shelves.
The Major League Rookie All-Star Team is one of a number of awards programs managed by Topps to reward and encourage young ballplayers. Since 1959, Topps has annually bestowed honors on minor leaguers, baseball scouts and the Baseball Organization of the Year.

As you can see, Hammock's card has the Topps All-Star Rookie Trophy on it.
I have found the actual Topps cards to be a frequent source of inaccurate information. For instance, the 1969 Topps card of Ken Boswell features the Topps All-Star Rookie trophy; he was not a member of the 1968 team. Again, the 1998 card of Tony Saunders features the trophy; he was not a member of the 1997 team. There is also the curious case of Lou Whitaker. The 1984 Topps all-star card of Whitaker claims that he was named to the Topps All Rookie team, but the 2B for the 1978 team (Whitaker's rookie year) was actually Paul Molitor.
