The Sacramento Steelheads joined the Western Baseball League in 1999. In their inaugural season, they struggled on the field, finishing last among the circuit's six clubs, and at the gate, drawing just 68,134 fans. Pitcher Ryan Bowen was one of the team's few highlights, going 9-4 with a 3.56 ERA while being named Co-Pitcher of the Year. With the Sacramento River Cats beginning play in the Pacific Coast League the following year, the Steelheads moved to nearby Vacaville and became the Solano Steelheads in 2000.
