Following the 2001 season, Garcia was traded to the Texas Rangers as a player to be named later in an earlier deal for Randy Velarde. In 2002, he had a record of 8-5 with an 3.01 ERA for the AA Tulsa Drillers. He spent the majority of 2003 on the Rangers big league roster, going 1-2 with a 6.02 ERA in 46 games for the team, and also pitched for the AAA Oklahoma RedHawks, recording 10 saves and a 1.91 ERA in 17 outings. In 2004, he was up for 2 more games in the majors but was mostly in the minors with Oklahoma.
Garcia continued to pitch in the Mexican League and in Venezuelan baseball until his death in 2011 in a car accident. He was playing for Aragua at the time of the accident. The car he was driving skidded off the road and hit a tree on the highway between Maracay and Caracas.
