R.J. Harrison was drafted in the 23rd round of the 1975 amateur draft. He played two seasons as a catcher then converted to pitching and played 3 more seasons. After retiring, Harrison scouted for the Seattle Mariners in 1979-1980.

After managing in the minors for 6 seasons, Harrison was a scout for the Mariners (1988-1990), California Angels (1991), New York Mets (1992-1993), Anaheim Angels (1994), and the Tampa Bay Devil Rays from 1995 to 2004, was assistant scouting director in 2005 and has been director of scouting since 2005 (as of 2013).

His father, Bob Harrison, was instrumental in the signing of Ken Griffey, Jr. for the Seattle Mariners.
