Mel Steiner was a minor league outfielder from 1940 to 1946 and 1948. He was in the Pacific Coast League in the war years (1943-1945), otherwise he played in the lower leagues in the southwest. He also spent much of 1941 in the military service.
Steiner began his umpiring career in the Pioneer League in 1951-1952. He worked the Western International League in 1953-1954, California League in 1955 and PCL from 1955 to 1960. Steiner was a National League umpire from 1961 to 1972.
