Norberto was signed at age 17 by Junior Noboa and allowed 4 runs in 4 innings in the 2004 Dominican Summer League. Back in the DSL in 2005, he was 8-4 with a 2.24 ERA, striking out 102 and allowing 37 hits and 38 walks in 68 1/3 IP. He tied for the DSL lead in victories and was 7 strikeouts behind leader Edgar Estanga.
In 2006, the southpaw from Nagua had a 3-2, 3.09 record for the Missoula Osprey. He held opponents to a .216 average but walked 40 in 75 2/3 innings. He was 7th in the Pioneer League in ERA, though only second among pitchers named Jordan.
The Dominican youngster fell to 6-7, 5.28 with the 2007 South Bend Silver Hawks, but fanned 111 in 102 1/3 IP. He showed no progress with the 2008 Silver Hawks, going 5-7 with a 5.31 ERA. He struck out 109 in 101 2/3 IP but walked 56 and allowed 108 hits. He was 0-3 with a 3.06 ERA that winter for the Estrellas de Oriente.
In 2009, Norberto pitched for the Visalia Oaks (4-1, 2 Sv, 1.61, 59 K in 44 2/3 IP), Mobile Bay Bears (0-2, 2 Sv, 7.99, 30 K, 29 H, 18 BB in 23 2/3 IP) and the Estrellas (1-0, 3.46) while moving full-time into relief. Overall, he pitched in 64 games between the winter and summer seasons. He held lefties to a .195 average in the summer but allowed a .283 mark to right-handers, indicating a possible future as a LOOGY.
Despite never having pitched in AAA and having bombed in AA, Norberto made the Diamondbacks out of spring training in 2010. In his debut in The Show, he replaced Leo Rosales with a 5-0 deficit in the 6th, one on and two out to face Tony Gwynn Jr. On a 3-1 pitch, he got Gwynn to fly out to CF Chris Young. Blaine Boyer relieved Jordan to open the 7th.
