Bush league
From BR Bullpen
The term bush league dates back to at least 1906 as a term for lower, less professional leagues, and therefore by extension to less professional play even at the major league level. Its use outside of baseball dates back to 1914 and refers to activity that is less professional than an observer expects.
Although the term has nothing to do with President George W. Bush, its use in a derogatory fashion to describe his administration has been common. A Google search for "George W. Bush" with "bush league" yields 53,500 sites.
