Bobby Seay was drafted by the Chicago White Sox in the first round of the 1996 Amateur Draft. However, the Sox failed to offer him a contract within 15 days, so Seay was declared a free agent on August 15; the first time ever that someone was drafted and then became a free agent in the same month. He wound up signing with the Tampa Bay Devil Rays on November 8.
Seay was 1-0 with a 0.82 ERA in the 1996 World Junior Championship, striking out 14 in 11 innings for the USA. In the 1999 Pan American Games, he tossed 3 hitless innings and saved one game to help the US qualify for the 2000 Olympics, where they won a gold medal.
