After pitching two games for the Washington Senators in 1936, Phebus was sent to the Chattanooga Lookouts of the Southern Association for the 1937 season. After a lackluster season there, going 5-9 with a 4.83 ERA, he was called up by the Senators. In his 1937 ML debut, the control-challenged Phebus hurled a one-hit shutout against the Red Sox at Fenway Park on September 6, 1937 in the 2nd game of a double header. Boston C Gene Desautels spoiled the no-hitter with a fifth-inning double. Phebus walked seven and hit one batsman in that game. He followed the one-hitter up with two more wins and finished with a 2.21 ERA. These three wins would be the last of his ML Career as after 5 games in 1938 he would be finished with the majors. Ironically, the walk-plagued Phebus as a batter managed to garner a disproportionate 7 free passes in his 18 career plate appearances, although never getting a hit.
